Foe on covers

When makng covers for fitteds using foe and velceo how to you stop the foe from flipping up on the wings when its stuck down iykwim?

don't stretch it as you sew it down (easier said than done, but it's the elastic that's pulling the wings up)

Go really slow and follow it around moving you foot up and rotating as you go slowly.
