Help with a pattern please?

If I just knit across the armholes, and don't add stitches it will be way too small won't it? Given that half my stitches have been removed...

Am I reading it wrong?

It should work, you will have enough stitches to fit right around at shoulder level, so removing half will give you enough to fit around the chest.
