Help with my sewing machine!

This is so annoying!! I had some kid free time today, and I am making a dress for DD. BUT my sewing machine is doing something funny with the tension.
All I need to do is the bottom hem, then I'm finished.

When I am sewing, the stitches underneath the fabric look fine, it is the ones on the top that are weird. They are sort of pulling/puckering, so the bit I have sewn is sort of gathered. When I take the hem out from under the foot, I just pull the material, and I am able to pull it straight again (a bit like when you do long stitch length for doing gathers).
I think I have worked out that the top thread tension is too tight, but I've tried changing it but nothing is working.
I have never had to change the tension before, and it has always sewn fine. The material I am sewing with is called seersucker. I have sewn with thin materials before, and never had a problem.
Please help! I want to get it finished now :)

Have you tried changing the needle?

I'm assuming you've rethreaded several times and cleaned out underneath too?
And make sure you're using the same thread type on top and bottom.

No, haven't tried changing the needle. Will go do that now

Yes, I have rethreaded, but haven't cleaned out underneath. This is a new machine for me, so haven't done that before. It is an electronic one, so bit different to what I'm used to. Must go and check the manual now on how to do that. The thread on top and bottom is the same :)

Usually thread tension works opposite of how you think. Birds nest on bottom = needle thread tension, issues on top = bobbin tension.
Have you tried youtube? there maybe some good vids there. Is your bobbin a seperate case thingy or is it a drop in one? If it is a seperate case then there is a small screw of the side of the case that can be tightened or loosened to adjust the tension.

Does sound like the needle thread tension is too tight. Is there something ( cotton or fluff) stuck between the discs in the thread tension ( under the knob with the measurements on). Sometimes you need to kind of floss ( like teeth) between these discs to sort it. If you pull the thread once it's through all the tension discs etc does it feel really tight? It could be jamming elsewhere and not running freely. Is the cotton reel catching the thread as it comes off the top ( has it got rough edges).
Another q! Does it sew ok with normal fabric?
Hope u get it sorted. So frustrating when it's nearly done eh!

Well, it has taken me all this time, but I think it is sorted now.
I cleaned all the things around the bobbin etc... - there was a lot of fluff in there!
It now seems to be going great on all fabrics :D
