If you have the actual chest measurements that the pattern is designed to fit as well as the ages, and ask the knitter to choose the appropriate size based on measurement not age - a bit like what Tikki does in her patterns.

I wrote "60 cm" for 5 1/2y Em down on the summary sheet for DH when he went to Japan in case he found a kimono to bring back
I remember it being a generous measurement over clothing ("fit for a while" preferable over "squeeze into it").
