chest measurement- 4 & 5 yr old girls

I wrote "60 cm" for 5 1/2y Em down on the summary sheet for DH when he went to Japan in case he found a kimono to bring back ;) I remember it being a generous measurement over clothing ("fit for a while" preferable over "squeeze into it").
