Our community preschool is quite small as well.
My DH sent Soph to preschool in a cloth nappy one day, without me realising (I'd previously just put her in throwaway nappies), and they said they were fine with cloth nappies, but just to let them know and they change a little sooner. She has a wetbag in her bag, but I haven't explicitly explained that to the lady that does the nappy changes, so usually just comes all wrapped up in a plastic bag and put back into her preschool bag, which is all zipped up and stored outside in an enclosed undercover area. They don't seem to have an issue with kids getting into bags.
Their lunchboxes are taken out of their bags straight away and stored inside on a table, so I guess they don't really need to get into their bags.
